If the seller won't accept a return or provide a PIN code - I'd be willing to bet you dollars for donuts that you bought a stolen GPS. I'd take this up with PayPal if you used them for the purchase and / or eBay.
Unfortunately, Navigon and the person that entered the PIN last are the only ones who can unlock this device for you. You'll have to provide the serial number and proof of purchase. That - is the good part. the bad part is, from all accounts, having to dealing with Navigon. They are reportedly notoriously slow to respond to support requests.
If the legitimate ownership by the seller is in doubt - deal with eBay / PayPal. They'll probably get this straightened out quicker than Navigon.
