Jessica, Pin and PUK happen in the domain of the service provider. You will have to call their helpline to get a new PIN. The default is 00000000 (eight zeros). If that does not work then the helpline option is the only answer. And also remember that PIN and PUK given wrong five times will lock the SIM. And only the service provider can help you. You can call up from some other phone of the same service provider free. SO, do that.
From a different phone, call the 1888 number and they will walk you through fixing it.
However, you mentioned that you do not have another phone. By visiting the company's website (AT&T, Verizon, whomever your service is through(, they may have some sort of live chat (I know AT&T does). In the live chat, the issue should be able to work out.
If this is referring to some sort of PUK, or you have service with AT&T / T-Mobile / Trackfone / one that uses a SIM card. This means the SIM needs replaced. It costs about $25, but you can usually get a refund posted to your bill from your company (I know AT&T does, I've done it for many customers).
