Hi: This is due to poor horzontial deflection, more then likely due to bad scan capacitors in the horizonal deflection area of the board. It can also be caused by a open horizontal Yoke ont the Crt, you should have a service provider check the horizontal circuit for you as this is a very high voltage area of the TV.
Forgot is the line is going from left to right in the center of the scrn, then this is a indication of no vertical deflection, again you may have lost B+ to the the vertical IC or a capacitor in the vertical circuit is leaky.
