Hello there. From what you are describing it does not sound like the issue is with your DreamCast. I would check the disc in question for any fingerprint, dirt or other debris and clean it regardless with water or a lens cleaning solution and wipe dry with a microfiber cloth or other (soft material). Wait for the disc to fully dry before reinserting. The only other thing I can think of but unlikely is laser burning on the disc which can cause some mild warping or marring. I only mention this since the DreamCast system has been obsolete for quite some time the game you are playing is more than likely well used. I hope I was helpful but if you have any more questions please feel free to ask.
the first part of the disc is reserved for parameters and style="display:none;">the first part of the disc is reserved for parameters and data tables. it sounds like a portion of that is not getting from the disc to the machine. Cleaning could help but if the disc has been heavily used it may need to be replaced. the factory/distributor used to replace them for a small postage handling charge. they may still do that if they are available.
