It IS the batteries. More specifically, not enough power getting to the radio to turn on the transmitter. Clean the battery contacts on the radio packs AND especially the contacts inside the radio. Use alcohol sparingly and wipe a lot. Clean and dry. If there is any sign of corrosion, greenish or white, take 600 grit sandpaper to the contacts. Heck, use it on the batts too.It IS the batteries. Almost forgot, it is entirely possible you received bad battery packs. Sometimes batteries are bad in large lots, such as in the thousands.
