Report "I have a 1992 Cadillac Seville with a Smog Test problem. I failed twice with readings with very high emissions in each category. I replaced the Catalytc Converter. It passes with the very best readings in all catagories, but FAILS IN ONE: the failing is with NOX reading at 15MPH. Please can you help me. California Emissions laws are hard-please HeLp !!!"
