I have a 1994 Ford Ranger (white) in color with its original clear coat remaining. What is the best way to remove this clear coat? How much of the paint must be removed before I can prime and repaint it another color?

No need to remove the clear coat, but you will have to sand the entire vehicle. you will end up well uder the clear coat where you sand much.... if you end up down to bare metal you will need a self etching primer... use the same type of paint that is currently on it...
Just an after thought... any paint you will spray (professional) has lots of bad stuff in it.... singleshots tend to be cynide based hardners (smells like pineapple... if you can smell it, your already DEAD)

You do not need to just use a 400 grit wet n dry to remove the gloss. reprime / repaint. Use lots of water while rubbing.
