Hi Lonnie I'm assuming that when the test light was used that the pump wiring was disconnected, if not the light would show dim. If the pump is faulty as soon as the ignition was switched on the pump would draw a heavy load inturn giving a weak light. There should be a fuse for the pump but i don't recall a relay on that year Astra. However it would be unusual to have an issue with the supply. Do you have a hand book for this vehicle this would be the best place to look for the fuse number. Make sure the pump is disconnected and use a test light between power and earth if light is good then sounds like a pump issue. If you have a no start issue whilst turning the key to crank get a second person to give the bottom of the tank a few solid thumps with the side of a closed fist sometimes this is enough to get the vehicle started if this works then you can be sure at least 90% sure your looking at a pump issue. Please be careful you are dealing with petrol and electricity not a good combination so before carrying out any tests i would strongly advise a qualified person to carry out any tests.Good Luck.
