I have a 2003 Calif. EV. I left the bike for 2 weeks and found the battery was completely dead. I replaced it and when I turned it on the fuel pump made a different sound. The bike started and I drove it home from the storage unit. I left it sit for about 1 hour and then went to start it up again it turned over but did not start. I think the fuel pump was not operating when I turned on the ignition. Also, when I was driving back to my home (approx. 2 miles), the tachometer was jumping around

Check your connections with your battery, you probably disturbed or incompletely put your battery cables on. Any chance you accidentally hooked the battery up backwards for a second? I would check your fuses...
