I have a 2003 Kia spectra 1.8L. It won't turn all the way over. the fuel pump, fuel filter, relays, fuel pressure sensor, spark plugs have all been replaced. Any ideas?

You mean it doesn't start or doesn't turn 360 degrees. If it doesn't turn, check timing. If it does turn but doesn't start, check fuel, spark, compression and timing. You may also have a bad crankshaft sensor.
