The governor is the parts that control the trans shift points, I wouldnt recommend removing it. the governor builds up pressure based on vehicle speed. the modulator builds pressure based on vehicle load. when the governor (speed) exceeds the modulator (load), the trans shifts gears. no governor = poor/no shifting.Some users cut the governor controlling wire from governor to ecm and this makes the scooter run faster but its not advisable as it will exceed the pressure.And that is dangerous.
