I have a 38 month old VS-3050 and it cuts out every 10-15 minutes and comes back on in 30 seconds. no flow blockage and the filter is clean, I even reset the panel

I don't have a solution, but I have experienced the same thing on the Pentair Whisperflo. It was installed when my customer's pool was built in August of 2009. (Your pump is basically a smart Whisperflo.)
The motors are not alike.The whisperflows have been out for over 15 years
Does your pump run on an Intelletouch power center?. I have had had some trouble with the system from the get go, and the Intellechlor chlorine generator had to be disabled out right because it never ran correctly.
If you have the IT system I would suspect that it may be a bug, as my pump is doing the exact same thing, on a system right about the same age as yours (if you have one). Multiple resets and reprograms have had no effect.
If you do not have the IT system I guess it may be possible that the timing programming in the Intelleflo is the same as in the Intelletouch power center, having the same bug. Wish I could be of more help.
