I have a 99 ford contour , the check engine light is on however when taking it to get odes the scanner would not work. The car also sputters and seems to misfire when accelerating and also shakes at speeds over 45 mph

You more than likely need spark plugs and wires. If the fuse is blown for the cigarette lighter the code reader will not power up.
Thanks. My cigarette lighter is working fine though... I use it every day...I wonder if it could be something else?
