Starting in any of these United States above the Mason/Dixon line, people who let their vehicles sit outside in the winter time install "engine heaters" or the equivalent under their hood for cold weather starting. In Canada and Alaska, nearly all vehicles must have these if they are not garaged. 90% chance that is what you are seeing. Might also be a battery charger or another electronic device.
