First make sure you have disconnected everything from the mother board...all cards removed, unplug anything on the board such as external fans and so on. (what can happen is if something is shorted, your system will not start). Test it then for a short time, if the same thing, then proceed.
A couple things you may consider. Test the power supply with another board. Use another power supply. What you would be doing is by trial and error and elimination. thanks, take care.
