I have a briggs and stratton lawn mower and the pull cord is stuck. I cant move it at all. What is the usual reason for this? Any help is greatly appreciated. Thanks in advance

Under the pull cord housing is this little arm that pulls out when you pull the cord. Thus, the little arm locks into place on the pulley and turns the flywheel which turns the motor over. The arm inside may need to be greased and worked a bit. Sometimes the springs do fall off
