Take the bowl off the carb and make sure the float allows fuel to fill the bowl when the float is in the down position. If not you have to remove the needle from the float and use a thin wire go up in the seat to unclog it. If it is getting fuel to the bowl you have to clean the center jet inside where the bowl nut screws in to and make sure the bowl nut hole is clean. The bowl nut also should usually has a hole in the side of the threads which should be cleaned.
