I have a carrier model 58sta110 that does not come on at all when I try to turn on the Ac. The led is OFF continuously
The control board status light is continuously OFF. I replaced the transformer, not the issue. I tested voltage across neutral and PR1 and get around 70V. These are the connectors where the transformer gets it's supply voltage.

70 Volts is too low. IT should be the same as the house voltage. Check the outlets and breakers.
It plugs into an outlet. From the outlet it goes to the safety switch of the panel.
Based on your comments I was able to determine that it looks like the control board is bad. Where the power comes into the control board, the solder joint on the trace side of the board looks fried. Thank you for your help.
