I have a dell inspiron laptop, and a dell monitor hooked up to it, i turn on the monitor and it is very bright for about half a second then it becomes very dark, so dark that it looks like it turned off, the only way i can see it is if i shine a light onto the screen and look very closely

Does the fault appear on the laptop screen aswell? It appears by your description that the fault is only on the external monitor. If the screen comes on for a moment and then goes blank as described, then this appears to be an invertor fault. It is very common among laptop and tft screens and requires the invertor inside the panel to be replaced / repaired. Simply plug the screen into another computer to confirm.
