I have a eagle pony 50 cc having problem with flooding,will run but when i give it gas it back fires and then when i turn it off it won't start back up can smell gas new plug new carb the piece under the gas tank...so the repair man says but still getting to much gas .....please help me

Speedometer is not registering more than 20 miles per hour was woking fine then when for ride n it seemed to not be registering right.
Sorry im new to this site trying to post my problem with speedometer.
