Report "I have a GE one year and two week old 65 gallon water heater that is not producing enough hot water as of last week. It appears that the bottom element is not coming on. The plumber replaced the bottom element and thermostat and when this did not work replaced the upper element and thermostat. It still does not produce enough hot water and it appears that the bottom unit is still not coming on"
