I have a Goldstar LX86HACG dehumidifier. When plugged in, the light comes on and when turned on max you can hear a humming noise. The fan doesn't run and it collects no water

Normally, the dehumidifier draws air across a set of refrigerated coils called a condenser. Moisture in the warm air collects on the cooled coils and drips down into the collection tray.
The first reason might be that there isn't enough moisture in the air for the dehumidifier to collect.
The unit has a humidistat built into it that reads the moisture content of the air and tells the unit when to turn on or off. If the humidistat is malfunctioning, the unit might not turn on when it's supposed to.
The dehumidifier has a compressor. The compressor is one of the components that's used in the process of cooling the coils. If the compressor is not working, the coils won't get cold, and thus will not collect water.
The coils may have sprung a leak, thus leaking the refrigerant out. No refrigerant means the coils won't get cold.
Replacing any of the malfunctioning components can be costly and you would likely be better off replacing the unit, but if you want to see if maybe it's too dry for it to collect water, try putting a vaporizer or humidifier next to your dehumidifier and see if it turns on or starts collecting water then.
