I have a Hampton Bay ceiling fan. It stopped working. all the wires appear to be attached except the green wire (ground), it is attached to the mounting bracket, but no where on the other end. Could this be the cause for the light and fan to stop working? The breaker has not tripped

The green wire is a safety ground. Leaving it unconnected is not good from a safety standpoint, but it would not keep the fan from running.
If this Hampton Bay fan has a remote control, and if you have good batteries in the remote, then you most likely have a failed receiver in the fan. I had one of those to fail at my house, so I replaced the receiver and it failed again in less than a year. Then I got a different fan.
Be sure to turn off the breaker before you poke around in the fan; don't rely on the wall switch alone for safety. Good luck!
