I have a hayward 18 inch sand filter. The vari flow head is very stiff changing from one port to another. The spacer under the handle appears to be broken and the handle does not rock up like it should. Water leaks constantly from the waste port

Purchase what the pool stores will call a 'go kit' for your valve. It comes with the plastic bearing (white spacer you mention as broken), the diverter gasket, cover gasket and stem gasket. The kit cost about $20 and will be a stock item for just about any store that sells parts and carries Hayward products.
