I have a HP 19 All-In-One that the display crashed on. I have a Compaq Presario SR5710S that the hard drive crashed on. Can I use the hard drive from the All-In-One in the Compaq?
I have both hard drives out and both are 7200 rpm. The one out of the Compaq is a Seagate part #9EU132-622. The one out of the HP is a Toshiba part #661697-001. If it will, is there any procedures that I will have to do when installed? Will I have to update anything in the Compaq to make it compatible?

It does not quite work like that. The hard drive from one will fit into the other, but that does not mean you can put it in and it will work. For it to work, the chipset usually has to be the same or very simular. Windows 10 is the most forgiving it seems, but if the drive you want to use has Windows 8 or 7 or before, it typically will not work.
