If you are referring to the horn of a Hyosung GT650 Comet, initial checks:
presence / absence of IGN +12 on the black wire going to the horn;
black - black/brown to ground when horn button is pressed;
black/white wire of horn button should be connected to the ground.
Should the above wires and voltages checks good, then the horn itself is likely to be faulty. it could be verified by removing the horn and directly connecting the terminals to the battery.
