I have a Jandy Hi-E2 heater, when I try to turn it on the ignition module sends a 3 times signal (ignition lockout). Any idea about this problem?

I am a chief maintance at a courtyard marriott and i have the same problem my ignition board blinks 3 times and says ignition lock out and usually it has something to do with the flow so may want to check a flow issue
THE IGNITION LOCKS OUT BECAUSE THE HEATER DID NOT FIRE MUST BE TRUOBLE SHOOT BY A PROFESSIONAL SINCE VERY HARD FOR ME TO TELL YOU WHAT IS MAKING THE HEATER NOT TO WORK
