I have a Jet 3 Ultra electric wheel chair(scooter) it sat in storage several years and the batteries would not charge, i replaced the batteries and now the charger does not seem to work. i have checked all connections and made sure battery connections were tight. is there away to check charger.i used a meter and was only getting about 1 volt, left it plugged in over nite and batteries still not charged. amp gauge does not move when scooter is plugged in

If you are only getting 1 volt at the charger then that explains your problem. The charger is failing or has failed. You probably did not need to replace the batteries, hopefully you still have the original batteries and can put them back in and return these ones you purchased. Then use that money to buy a new charger...
