I plug the chair in and the amp meter doesn't move to a charge position ,(internal charger), and batts. don't charge, my friend diconected the neg batt cables from the 2 batts. and we put auto charger 2amps. on each batt. one at a time and they are holding charge, is internal charing system shot, if the amp meter goes will the inter. charging system still work
