I have a JVC HD-55g456aa rear projection tv and when I turn it on the blue power lamp and the red lamp light flash. It sounds like the fam is running and every 5-10 seconds there is a crackling noise (sounds somewhat like a bug zapper)

You have a high voltage leak somewhere. Probably the flyback but it could also be the HV divider block. Remove the back and while staying a safe distance from the unit turn it on and see where the arcing is happening. It could also be on the main circuit board in the area of the flyback. Odds are the flyback is cracked and needs replaced. This is not too difficult for most people to do.
