I have a Metz 60CT4,I had used it for years and it has never failed me. I have had it stored for the past several years and recently purchased a new battery, and it is not charging to capacity-Any suggestions

You can get nice high current multichemistry chargers, off of ebay used by radio modelers for their many battery needs. They cost as little as $30. These can not only charge but also cycle the battery and measure capacity. Cycling a sealed lead acid that has been standing can restore much of capacity.
I guess you have charged the battery properly.You can test its volts by multimeter.If it is ok every way and if there is mild squeeeee sound of charging circuit,and still it dont show fully charged (ready)indicator, the fault is in the charging capacitor dried up due to unused aging.
Solution try to charge it for (really) very longer time ,if you are lucky it will charge to full then fire it and repeat the charging .In bad case if it do not charge to full power even in an hour, you need to get replaced the capacitor only.

A new dryfit battery is delivered fully loaded. So you will not have to charge it the first time. My 5 year old dryfit battery still is holding enough energy to help me through the darker moments. I have it charged now once after an average of 400/500 flash pictures (when do you need full power with this flash?), which is every two to three weeks (normal hobby use).
