What program are you interfacing this card swipe with. To test to see if the thing works at all, You can go to Start Run, and type in CMD.
When you get to the dos prompt, swipe a already encoded card, like a credit card, and it should show up on the dos screen, if not, then it's not set correctly.

As long as your computer sees it, look in "My computer" to see that it is recognized. if it is not there the USB cable may have an open in it

On the program you are using, can you confirm if it can see the card reader?
Also, kindle give information on the operating system you are using.
