I have a necchi sub22 and all of a sudden it has stopped picking up the bobbin thread so my machine is now unusable:( any ideas? I have taken it apart and cleaned and oiled it but to no avail

Install a brand-new needle. If it continues to miss the bobbin thread, take it for service. It most probably has a needle/hook timing issue.
