I have a new construction house and both of my bathtubs have awful flow from the spout, especially when it is on full hot. I cannot find an answer
The cartridge on one has been replaced. I also turned the screws inside the mixing valve. I had a plumber out for the home warranty and he essentially said I would just have to deal with it. Another on tried to jack up the pressure to 80. I don't know what else to do.

The "plumber" who did the original installation may have used undersized pipe or failed to flush the fixtures. Another possibility is the fixtures are inadequate for the intended use. Your new home warranty is valid for a limited time so the second plumber is letting the clock run out. You may wind up paying out of pocket to have a real plumber get things straightened out.
