Ive got the same problem on my axis 9, as the laser was on it's way out making static noises and skipping on on tracks as i played it. So read up it's the laser on it's way out which i common on these. So decided to buy a new mechanism, for it to replace the old 1. I did so by removing the old unit and putting the new in, put a disc in to see if it was working and just came up with (No Disc) as it didn't spool up to spin, went over what i did and everything's in right place and nothings damaged. So went to put the old unit back in to see if it might be a fault on the drive but same again happened ! So am guessing it could be the ribbon like you said, thats damaged as i put it in as Ive read. but if it isn't then i have not a clue. Any help would be great if possible cheer's.
Ok His on the money, he is correct, I woudn't applied 12v unless you know why how, you may burd other parts, make shure that the safty solder on the laser assy is desolder. If it fails, order another one, seems to have lot's of deffective parts when made in china. There one of the best unit out there, but they also have cpu and drive ic's problem, for the price it's all there worth.
Chances are that you didn't reassemble the unit correctly or damaged a ribbon cable or limit sensor. Re check your work. Pay attention to small circuit board attached to the spin motor RF310T-11400. De-solder the small circuit board on the 2 motors..and apply 12v to the spin motor. See if it spins with no dead spots on start up. when asseembled, motor will only operate and spin up to the proper RPM only if loading is successful and tray is fully closed ..etc. Hope this Helps. I have a CDN-88 in my shop for skipping issues on both CD players. so I saw your problem here while doing research. Good Luck,
