I have a pizazz bike, and am putting it together. the part that the handlebar sits on, how do you get that to go all the way down. we tried loosening that bolt to see if we could get it to slide down but it won't. help please! thanks

That's a stem.
This may be overkill but itexplains what's going on inside the head tube. You can only lower a stem so far. See the last picture.
