There are a few things that could cause this. If the you did not set the gap between the rotor and the pump housing it could cause this. If the plastic cover has a crack in it then it will not build pressure. If you don't get the screws that hold the cover on tight enough it won't build pressure. If the pressure relief ball is missing or damaged or the spring is weakened it willnot build pressure. These are just some of the things you may want to check. Now this is assuming that the intake and out put filters are clean and that you don't have any cracks in your lines and that they fit snug at fittings.
