I have a Ricoh 3900L and It prints very light and streaks in the center of the page I have cleaned it and my add toner light is not on. I faxes out fine it is the incoming faxes and copies that are bad

It sounds like you probably need to replace your toner cartridge. The add toner light is not on because you still have toner in the cartridge, but some other part of the cartridge has likely gone bad (such as the developer or the drum). Replacing the toner cartridge should take care of your copy quality problem.
