I have a Saeco Incanto classic, the low water light is on, tank is full, and I have steam coming from the steam wand
Low water light is solid on, water tank is full. It tried to prime the system by opening the steam wand, steam comes out, but the system won't prime.

the tank has a float that senses water level, if the float is missing the sensor/cpu cannot know that the water is high(it can fall out while washing the tank) so it thinks its empty. the pump wont work and so it cannot prime. sometimes the magnet inside the float rust and so it no longer works- the water gets through the plastic float casing. you can replace the magnet float. To bypass the sensor inside the back of the machine is really easy, get at by removing the 2 screws behind the tank and pry out the cover, see the little white sensor down low with 2 wires- if you short these together the computer will detect good water level.
now the machine should prime with water.

Try descaling the machine it could be that the water level switch is clogged with water calcium and not lifting when water is added, or it is defective and needs replacement. I hope this was helpful.
