I have a samsung 920mw monitor.My problem is that i cannot change my refresh rate to 60 hz. Thus i am not able to play any games as a blank black screen ends up as soon as i start my game

You change the refresh rate on the video card, go to Control Panel and Display, go into Advanced Setting and change the monitor setting from there
