I have a samsung tv that shuts off by itself and turn back on when it wants too can this problem be fixed by me or would I have to take it in to a repair shop

Before you have it service make sure, if it is a smart tv, that you have done all updates and also reinitialize the software tv setting as well. This happen to me and and tried this and it has worked. Good Luck.
