You need to get your self a good Manual. If your throttle is via a cable, then the cable needs changing. With the cooling fan, again you need the manual. Some bikes are set up to come on when it starts to over heat, and others require a manual switch. So you have it switched on when city commuting, but off during country rides. All the best.
The cable must be lubricated by disconnectin and slowly adding drops of oil till its absorbed-this shud make it move freely unless there is bends or carb problems--fan comes on wen stuc in heavy traffic
