The click you hear with an arm out or brake not set is a safety relay opening to prevent start.
A no load battery voltage of 12.1 is undecharge. The 10.? with a load, if just a few amps then the battery is way under performing. Less than 10.2 implies a bad cell.
A fully charged lead acid battery, no load, is 12.5VDC minimum closer to 12.7 depending on temperature.
Battery voltage with engine running (charging) should be well over 13.5 VDC.
Suggest you jump with a car and if cranks normal have battery tested. If it wont crank properly with jump, then could be starter solenoid, starter, or other e.g. decompression.

What kind of issues --here are two basic omnes does it have spark --does it have fuel
