I have an Aqualink by Jandy RS8 pool control system. The system seems to no longer be able to control the heater from the inside panel. By reinstalling a jumper in the heater, we can control it outside. I have tested the system with a multitester. The system sometimes closes the circuit which would turn the heater on, but most of the time it does not. Do I need a whole new system or is there a relay or something that I can replace. Alternatively, is there a competant technician in the North Houston area that can find and fix the problem?

This sounds like a thermostat problem to me. I suggest you perform all the troubleshooting procedures in the manuals, and hopefully that will zero you in on your issue. Really any, professional spa pool repairer, or even an Electrician, should be able to effect a repair on this unit. Of course always ask for a "Quote" before proceeding with any repair. Good Luck.
