I have an old HP Laptop (6910P) and tried installing Ubuntu from a USB (w ISO image) but the install is not working
I got Ubuntu 32 ISO image on USB and Put USB into Laptop to Boot from. A Purple image appears and I hit space. I select English and then I select "Install Ubuntu". The Hard disk grunts a bit - the Laptop restarts and I'm back to the Purple image.

Your graphics adapter only supports Open GL 1.5 and under Linux it supports Open GL 2.1. If you're running a 32 bit system of windows the recommendation is to create the USB in a 64 bit environment
I did that too and the way I got it in was to burn the usb to a disc , then run the disc . the installer wizard took over and I had both win 7 and ubantu on the pc
that is what I found
I did a format on the disc first and then burnt from the usb to the stick
but I am thinking if you do not have an os why cannot you down load straight from the net as ubantu is an os and doesn't need any win os to work
