I have been a bit silly and removed the pull start to replace some bolts that had vibrated out of the exhaust and now cannot realign the pull start. It continues to slip. What am I doing wrong

I have been a bit silly and removed the pull start to replace some bolts that had vibrated out of the exhaust and now cannot realign the pull start. It continues to slip. What am I doing wrong

Make sure the rewind pawl lines up with the 2 metal spring tangs on the flywheel. Here's the parts manual which may help.
