Unhook all the usb hook-ups on the motherboard and make sure the reset is set on the power supply. you should be able to trace the wires back from the case, and on most boards they are also labeled on the printed circuit as usb001 or something like that. if it wont start and run with the wires pulled then you have damaged the board and need a new one.
