I noticed that you didn't state the county that you live in, because some counties have more than one S.A.M.E code, so you will have to go by your region (i.e. Northern Wayne County, Southern Wayne County). Another trick you could try is fiddling with the antenna. You may have to move your radio to another location within your place of residence (i.e. a bedroom, kitchen, home office, etc.). Below is the link to the NWS/NOAA WEATHER/ALL HAZARDS RADIO website where you can get S.A.M.E codes. Just click the link to your state, and a table will be shown listing the code for every county and or region in your state. Good luck and hope this helps.
