Yes could be a fuse but the one that is more than likely to blame is the cavity thermal fuse you must remove the cover and find it usually to the left all alone above the cavity, check for continuity at this fuse be extremely careful when poking around inside a microwave it can zap you and i mean dead zap you call a tech !
