I have the pro-l card printer that I am trying to use. When I plug the printer in it makes a clicking sound and does nothing else. Do I need some type of security card key to turn the printer on?

It's very possible that security software (smart guard) has been downloaded and installed on the printer in which case you will need a special security clearance card to gain access.
